As Soon as September Ends, Another Transphobic Attack – While Those Who Threw Stones in Neftchilar Are Already Free

The detention period of those who committed violence against a trans woman in Baku has come to an end.

On 15 September, footage was shared on social media showing stones being thrown at a trans woman from a moving car near Neftchilar metro station. The video revealed three men filming the incident during a livestream, using offensive slurs, and eventually throwing a stone that struck the woman.

Following a police investigation, the perpetrators were identified as Sh. Rahimov, R. Azizov, and the driver, O. Nabizade. Only O. Nabizade was given a 15-day administrative detention by court order, while the others were quickly released after being taken into custody.

Since O. Nabizade was detained on 18 September, his 15-day sentence is now coming to an end, meaning he is either being released today or will be freed in the coming days.

Attack in Bakikhanov

As soon as September ended, during the night of 30 September to 1 October, another trans woman was attacked in Baku’s Bakikhanov settlement. This marks the next transphobic attack recorded in the capital within a short time frame.

The persistence of violence against trans people is linked to the weakness of legal mechanisms. Applying only administrative penalties against perpetrators fails to prevent such crimes. The state’s refusal to classify these incidents as criminal offenses creates a legal vacuum and allows such violence to continue. This situation clearly shows that the safety of trans people is not being ensured.
